Jeff Scarborough has over 17 years of experience in the field of applied technology services with specific emphasis on Geographic Information Systems (GIS). His responsibilities include Federal services business development and project management, negotiating Joint Venture (JV) partnerships, negotiating Federal approved SBA 8(a) Small Business Mentor Protégé Agreements (MPA) and SBA approved 8(a) JVs, SF330 subject matter expert (SME) and corporate trainer, Geospatial technology marketing, sales and project management. Jeff’s Special Projects responsibilities include leadership of various Federal programs including support to the U.S. Army Corps of Engineers (USACE), Engineering and Construction Support Office (ECSO) providing Construction Managers and Program Analysts embedded inside Customs and Border Protection (CBP); TxDOT Environmental Affairs Division (ENV) Statewide Storm Water Quality NPDES/TPDES Services including successful leadership of a 3-way JV with multiple re-awards since 2009, providing TPDES compliance activities that include outfall mapping and screening services to the Houston, Dallas, Fort Worth, San Antonio, Beaumont, Corpus Christi, Abilene and Lubbock Districts. His GIS services responsibilities include the development and maintenance of several enterprise level GIS-based Decision Support Systems for clients such as the West Harris County Regional Water Authority (WHCRWA) and the Hidalgo County Regional Mobility Authority (HCRMA). These decision support programs include the development and maintenance of Internet based automation to support easement and ROW acquisition, utility adjustment, contract management and linking program documents to GIS map features while providing access to our Program Managers and clients through secure Internet web applications hosted at Dannenbaum. Jeff joined Dannenbaum in 2008 and serves as Division Manager of Dannenbaum’s Special Projects Division.
