Paul Celauro, a former officer in the U.S. Army Corps of Engineers (USACE), has over 45 years of diversified experience in civil engineering design and project management. His background includes transportation-related projects, water and wastewater facilities, industrial and institutional complexes, residential and commercial land development, and unique/specialized experience such as military and port facilities. Paul has distinguished himself as an originator of concepts to solve infrastructure-related issues for local and State entities. Noteworthy projects he developed include a Report on Subsidence to the 64th Session of the Texas State Legislature calling for the creation of a Subsidence District; development of a toll road to connect Houston’s Hardy Toll Road into Downtown; a Tollway on Hempstead Highway; conception, development and creation of the West Harris County Regional Water Authority (WHCRWA); and development of the Westpark Corridor to Fulshire, Texas. Paul was also one of the State’s leaders in the local funding concept of pass-through tolls for highway projects throughout the State. His strength is in helping community leaders fund and implement solutions to infrastructure problems.
